The special gear made for him by Levy was crafted in the likeness of his old ShinRa uniform, at his request. Sephiroth likewise had been equipped in an older outfit of his own. For Cloud, it had been his own measure of defiance against his potential future: to be the him he is now rather than the version of him Gaia would know. It was the outfit he was wearing when he first arrived in Crystallis as well.
