Bureaucracy is truly horrific, as it simply 'is'. It has no concept of right or wrong, nor does it care about the same. It is entirely indifferent to any need other than its own, which is to attempt to bring order and compartmentalize everything. Efficiency is its goal, but often it becomes inefficient as it breeds further attempting to bring sense and order and accountability.
