[Sparks is pretty unhappy about the amount of civilians left in town. Why wouldn't they listen? This was only going to make things harder for everyone. The Marshal - or rather, the police Inspector - will be spending a lot of time gruffly sending the townsfolk back to their homes. Maybe if he's stern enough, they'll listen. Sure, he's unhappy about ignoring the warnings, but he's worried for their safety, too.
When he's not doing that, he's either giving direction to the other officers, or patrolling the streets with them for any signs of early attack, or ways to fortify weak spots. The police are specifically sticking with the defense of the city and its remaining citizens, leaving the direct fighting to the military. Their force wasn't large in number, and while they were competent officers, they still weren't soldiers, so a lot of planning needed to be done. Sparks had the backing of his education at the United Solar System Alliance academy, so he at least had some training for times like this, even if it was some years ago now.
If there are any last-minute preparations that needed to be done, or anything that needed to be brought to Sparks's attention, now was the time to do it.]
