WHO: Minako Aino and Open
WHAT: Minako forgot to celebrate her promotion last month due to getting involved with the holidays previously. Now she had the time and she was going to celebrate.

[Minako wondered the streets, her eyes glazing over every inch of the place. She was planning something, but she was not making it obvious in the slightest. When her eyes caught someone, she had been awfully quick to smile before making her way over. When she reached them, her hands were behind her back and giving off the most innocent look she could muster. If only for a moment.]
