When Jack, and possibly only Jack, got an unsigned letter asking for a meeting on the edge of town, the word trap was the first thing on his mind. He has no idea who could have asked for this, but also, who would have bothered to single him, of all people, out? He verified with Chiaki that she hadn't gotten a letter, but he also told her where he was going, in case this went south.
He'll gladly wait out in the open, though, looking for all the world like he's just here to see the chocobos. If it's a trap, why not bait it?

Are there really civilians who haven’t left the city? [It doesn’t make much sense considering this will soon be a war zone. This is their home though.]
Can we convince more to leave? [Maybe if they have confidence in the heroes to protect their homes and shops. This isn’t just a place they live, it’s their home.]

Finding the meeting place, she made a beeline where they were discussing what to do to protect the civilians. She had no knowledge of anything else being discussed, but protecting people?
She had more than enough experience.
Coming to a halt, she looked around before speaking. "My name's Sheena Fujibayashi. What can I do to help?"

He respected that, even if he still wished they would evacuate and leave it to the Heroes.
So when Ven approached Wedge and Cid, it wasn't because he didn't know what to do; he just needed to know how to go about it. Despite being one of the youngest Heroes on the roster, his attitude was a serious and focused one as he spoke up. He'd told Zelda that he wasn't really a thinker, not when it came to this manner of conflict -- but in this case, he tried to be.
"So, the people staying -- they didn't listen when we asked 'em to leave. Do you think they'll listen to us when we try to protect them?" Some of them had been downright rude about it, even if it was for the sake of their home and livelihood.

She had requested a small area to lay out her map. It wasn’t very large but big enough to make legible notes on. As people enter the meeting she will try and grab their attention to at least mark where on the map they are planning to protect.
She had left her own plans open knowing that others would sign up for Jessie’s and the others plans. She didn’t want anything to be destroyed like the airship yard during the Esdham attack. She didn’t want to lose any ground.

It hadn't quite settled in his mind very far yet, what he had been assigned to do, but for all the concerns Sephiroth must have about it; he didn't show a single flicker of doubt that he could do the job. In fact, it was almost a throwback to the confidence he had in those first few months after he had settled in Crystallis. So strong. So capable.
Sephiroth had every intention on completing his mission like he had any other assignment thus far; perfectly.
With only a brief glance at Zelda, Sephiroth looked down at the map as it were starting to come together. For sure he would need to procure a copy of it, once it were all finalized.
"I didn't think I'd be back, so soon." He offered a comment, as flat in tone as were possible.

For the majority of the meeting, Ales does not have his usual energy and keeps to himself, pondering over his choices. Go with Cid and work on the Enterprise in safely, or stay and offer his piloting skills?

After touching base with General Varaha first and foremost, Sephiroth lent his ear towards as many of the other conversations going on as he could. Quite opposite to his usual attitude at any other meeting thus far, in staying at the back of the room, Sephiroth made a point to make his presence known silently whenever he should stop to listen. Besides, in a lot of cases he overheard that others might want to catch him, as well.
It wasn't eavesdropping in this instance, after all, he had very much a right to know what was being planned given the massive task ahead of him in devising a workable tactic for the military operation to which he was assigned to lead. The best military operations could be undercut by another plan not working in parallel for similar goals, and given the clear disadvantage in numbers it would spell nothing short of disaster in this case.
Sephiroth exuded every tall, strong fiber of confidence in the role he had been given; it was quite a different way he carried himself whilst on-duty - if experience was visible he would be coated in it. No matter the odds, it was nothing but the most recent in a string of challenges that had been put in front of him. The difference being, this time, Sephiroth knew that he could overcome this one.
It was time maybe, to show Crystallis just a fraction of what it meant to be SOLDIER.

BUT! The teenager also knew she'd do no good by staying. She had enough trouble fighting monsters--because to her, some of those monsters might be friends. She was a civilian through and through, and she knew it.
There were at least a few people she wanted to find though. One of them, she waited until he wasn't obviously as busy, before she made her way over. He carried himself differently than the last time she'd spoke to him, but most of their interaction had come via letters.
"Excuse me, Sephiroth?" She knew he wore stripes, and that meant rank, but she had no clue what. Hopefully he'd recognize she knew that.

[She finds herself at Cuppa Kuppo. She hadn't been working there more than a few months, but what time she had, she really enjoyed it. If the invading armies somehow destroyed the perfect job she had found, there would be hell to pay.]
[For now, though, she's focused on looking around the area to make sure all their regulars are out.]

She pauses when she hears the door open thinking it might be Fai or an early guest to the make shift shelter. Instead she finds Anise standing in the front of the café. She doesn’t know the girl well but when she comes in to lend a hand or grab some cake Anise is usually working.]

[Yuna steps forward with a smile and a pillow under one arm. She doesn’t know if Anise has talked to Fai about his plans but she’s a little glad to see the girl is okay.]
